Quotas are an increasingly important policy tool used in over 50 countries to increase women’s access to decision-making bodies. When properly implemented, they ensure women’s entry into decision-making positions rather than leaving this to the good faith of political party leaders or candidate nomination committees. However, their proper implementation depends on how the law is written, where it originates and whether there are clear guidelines for how to fulfill it.

Although NDI does not take an official stance on gender quotas, our programs are often involved either directly or tangentially with affirmative action policies, from providing technical assistance for the development of an amendment or legislation to helping stakeholders understand how to comply with one.

This briefing will draw upon recent case studies from Kenya, Burkina Faso, Tunisia, Kosovo and Libya, to highlight lessons learned for the effective design and implementation of gender quotas. We hope you will join us to offer your own programmatic experience and to learn from those of the presenters.
